Murdo Fraser S5M-09221 That the Parliament notes the recommendation of the Barclay Review of Non-Domestic Rates that local authority arm's-length external organisations (ALEOs) providing leisure and cultural facilities should have their charitable exemption from rates removed; further notes that this proposal has caused widespread concern across Scotland with fears that, if implemented, it would mean the closure of a large number of facilities and/or substantial increases in user charges, and calls on the Scottish Government to reject this recommendation. Further details available for S5M-09221 Derek Mackay S5M-09221.4 As an amendment to motion S5M09221 in the name of Murdo Fraser (Barclay Review and ALEOs), leave out from “further notes” to end and insert "acknowledges that, in responding to the Barclay report, the Scottish Government undertook to have further dialogue with stakeholders to inform consideration of this recommendation from Barclay; notes the engagement that the Scottish Government has undertaken, and agrees that, following the views expressed by stakeholders, this recommendation should not be accepted.” Further details available for S5M-09221.4
