Murdo Fraser S5M-09221 That the Parliament notes the recommendation of the Barclay Review of Non-Domestic Rates that local authority arm's-length external organisations (ALEOs) providing leisure and cultural facilities should have their charitable exemption from rates removed; further notes that this proposal has caused widespread concern across Scotland with fears that, if implemented, it would mean the closure of a large number of facilities and/or substantial increases in user charges, and calls on the Scottish Government to reject this recommendation.
