Cost-effectiveness of Scottish public inquiries: The Committee will take evidence from— Professor Carl Dahlström, Professor of Political Science, University of Gothenburg; Dr Scott Prasser, Public Policy Consultant and Commentator; and then from— Wendy McGuinness, Chief Executive, the McGuinness Institute. 2. Pre-Budget Scrutiny 2026-27: Responding to long-term fiscal pressures: (In Private) The Committee will consider draft reports on its pre-budget scrutiny 2026-27 and its fact-finding visit to Lithuania. 3.
